Louis Lucas Discovered Stealing Batteries And Copper Cable From Cellular Tower GLOUCESTER TOWNSHIP NJ–On July 4, 2015 at approximately 9:15 AM, an officer from the Gloucester Township Police Department was conducting an extra patrol of area cellular towers when he discovered a suspicious vehicle backed in against the site of one of a cell tower located on Williamstown Road. As the officer exited his vehicle he observed a subject inside the fenced in area disassembling an electrical/communications box and pulling equipment out of the box. When confronted the subject, later identified as Louis Lucas of Clarksboro, NJ, claimed to be working as a sub-contractor for a local company that does maintenance on the towers.
