Flooding is an age-old hazard, especially for coastal areas. But a changing world is making flooding an increasingly pressing issue for the people and resources of the Delaware Estuary. Sea level is rising, causing more sea water to surge up the Delaware River and into coastal communities, especially when combined with storm surges. Precipitation is also increasing and concentrating into more extreme rains, causing more and faster water to flow across the land and through streams and floodplains toward the Delaware River. For several years, scientists and planners with the Delaware Coastal Programs (DCP) have been conducting research, working with residents and professionals to fill holes in our knowledge, and helping communities in Delaware plan and prepare for higher seas in the future. Gloucester County Freeholders Preserve Land

(Woodbury, NJ) – Six different farms located in three municipalities are slated to be permanently preserved announced Gloucester County Freeholder Director Robert M. Damminger and Freeholder Frank J. DiMarco today. Two of the farms are located in Woolwich, one in South Harrison and three in Franklin Township.

\”There were approvals for 89 single family homes to be developed on the Woolwich farms, and 53 more on the South Harrison Farm. When look at the enormous growth in Woolwich and find ways to permanently preserve land for farming instead of becoming housing developments you make a big impact on the quality of life for everyone,\” said Freeholder Director Damminger.

The following are the top sophomores who exhausted their rookie eligibility in 2010 either due \"Pine to at-bats, innings or service time. They are broken out by position, with a top overlooked sophomore highlighted and the other candidates mentioned. There are varying degrees of fantasy potential here, but if there is a top sophomore talent who is getting undervalued in your league, he has great potential to outperform his draft position.
Highlight or mark these sophomores with an \”S\” on your cheat sheets and target them throughout the depths of your drafts.

RP Zach Braddock, Milwaukee Brewers

The Brewers\’ struggles last year were related to pitching, but it was another rookie that took the closing reins from Trevor Hoffman: John Axford. Axford came out of nowhere to be a fantasy gem as a waiver pick-up. Now he enters spring training as the closer of choice, but the flame-throwing Braddock remains the closer-in-waiting. If Axford falters — he wasn\’t highly regarded coming into last season — Braddock could pick up the pieces and take off for what should be a contender in Milwaukee. Braddock will go undrafted in many leagues, too. He is this year\’s Axford.

CLOSING BRIEF ON BEHALF OF THE PETITIONER, THE CITY OF GLOUCESTER’S IN SUPPORT OF PETITION TO REMOVE PAUL KAIN, MUNCIPAL CLERK

 

 

 

 

INTRODUCTION AND PROCEDURAL HISTORY

The City of Gloucester (\”The City\”) filed a Complaint seeking removal of Paul Kain (\”Kain\”), Registered Municipal Clerk of The City with the New Jersey Department of Community Affairs (\”NJDCA\”), Division of Local Government Services on December 9, 2009 due to his chronic and excessive absenteeism and his failure to return from a medical leave and leave of absence. See Exhibit P-1.

 On January 20, 2010, Kain filed an answer and this matter was transferred to the Office of Administrative Law (\”OAL\”). This Court held a hearing on the matter on February 1, 2011. The City now submits this closing brief in support of its petition to remove Kain. For the reasons set forth herein, The City submits that it has established the necessary good cause for removal pursuant to N.J.S.A. 40A:9-133.7 based upon Kain’s excessive absenteeism, inability to perform his duties and/or job abandonment. 

FACTUAL BACKGROUND

During the hearing of this matter, the City presented exhibits P-1 (with attached exhibits) through P-4 and testimony of the City’s Administrator, John Lipsett. Mr. Kain did not present any documentary evidence on his behalf and, other than re-calling Mr. Lipsett in his case in chief, did not present any witnesses, nor testify himself on his behalf. As a result, the following facts are undisputed:
