(4th LEGISLATIVE DISTRICT) – Assemblyman Paul Moriarty on Tuesday announced he’s introduced legislation to help control property taxes by barring county and local governments from giving longevity bonuses to public workers.
\”It’s long past time for these breathing bonuses to come to an end,\” said Moriarty (D-Gloucester/Camden). \”Property taxpayers have had enough, and this is one of many steps we should take to keep local government costs under control.\”
The bill (A-2936) is also sponsored by Assemblyman John Burzichelli and Celeste Riley (D- Gloucester/Cumberland/Salem).
It would prohibit any county or local government – or agency and commission of county and local government – from granting to its employees any compensation that is based on the length of an employee’s service.
\”Length of service is not a good enough reason to charge property taxpayers more money,\” Moriarty said.
The bill wouldn’t affect the terms of any existing contract agreements, but once the bill takes effect, no contract could allow longevity pay.
\”We’ve taken a lot of steps to control property taxes, but we have more work to do,\” Moriarty said. \”I’ve introduced legislation to curtail public workers pensions and benefits, limit property tax increases to 2.5 percent and control spending. This is another piece of that puzzle.\”

Simple red-and-white signs around town only hint at the heat of Gloucester City\’s struggle over the looming layoffs of 15 municipal employees, including eight in the Fire Department.
The \”We Support our Gloucester City Firefighters\” placards look downright decorous compared to some of the more explosive emotions at a standing-room-only City Council meeting May 27.
But in Gloucester as elsewhere these days, political battles are fought not only via packed rooms, lawn signs, and letters to the editor, but also on websites, blogs, Facebook pages, and YouTube videos. And matters can get every bit as personal in cyberspace.

The proposed firefighter layoffs — which amount to about a quarter of the 34-member department — have ignited the most outcry. Fire safety is a particularly emotional topic in the city, where a July 4th blaze in 2002 killed three firefighters and three young girls. The tragedy is memorialized in a sculpture garden outside the department\’s King Street headquarters.
Bob Brower, vice president of the New Jersey Firemen\’s Mutual Benevolent Association, said it would be irresponsible for the city to reduce its firefighting staff.
\”There\’s other places to cut money,\” said Brower, whose association represents the Gloucester City department.
\”You can\’t put a price tag on people\’s lives.\”
