Bill Bates Mount Ephraim
The Mount Ephraim Board of Commissioners opened up the monthly December meeting by reading a proclamation publicly recognizing and applauding Freedom Ferry Captain Rodger Taylor, a Mount Ephraim resident, and his crew for their actions taken on the afternoon of August 5. Captain Taylor and his crew keenly observed a woman in distress in the Delaware River and quickly activated his crew to commence a rescue effort to assist the unidentified unresponsive women. Deckhand Matthew Taylor jumped into the water to help save the woman and was assisted by Zachary Tannoia and Kevin Fisher in getting the woman to shore.
A congratulation was given to newly appointed Acting Borough Clerk Marie Darlington who took office earlier in the month.
Public hearing and second readings were read and carried for several items including an ordinance amending chapter 75A entitled \”brush, grass and weeds\” to change the notice provisions for violations and an ordinance amending chapter 66B entitles \”peace and good order\”.
Numerous resolutions were read including an authorization for revenue in the amount of $1, 272.65 from the state of New Jersey body armor replacement fund, the adoption of an employee training policy, the signing of a shared services agreement with the City of Camden to provide document imaging system services, the lease/purchase of a records scanner with computer and software in the amount of $15,798.20 payable over five years, acquisition of this equipment is part of the shared services with the City of Camden where the cost of the first year of the lease will be reimbursed by the City of Camden through a State Grant Program and the lease is thereafter annually cancel-able if the grant is not renewed and the borough no longer wishes to be part of the program, a resolution awarding a contract for the purchase of an SUV Police Vehicle from Winner Ford, Cherry Hill as the lowest qualified bidder in the amount of $34,987.00 and an awarding of a contract for environmental engineering services for property to be acquired from the fire department.
Commissioner Andy Gilmore read the fire department report submitted by Fire Chief Mario Scullan including answering 45 calls and conducting 3 drills for the month of November. Commissioner Gilmore also reminded residents of the Annual Christmas Parade that will commence at 7:00 pm on December 13 that will proceed up West Kings Highway from the John West Senior Housing Center. The Celebration Committee has constructed a holiday float for the parade and will be collecting new unwrapped toys along the parade route for their Toys For Tots Drive. Various drop off sites are located through-out the town at major businesses and also at the borough hall. For more information you may visit www.mtephraimcelebration.com.
The fire department who hosts the annual Christmas parade for the 14th year in a row has also constructed a \”Supporting Our Troops\” holiday float (that will also carry special guests Santa and Mrs. Claus for the parade) where the members will be collecting items to send to our troops for the holiday season. Items can also be dropped off at the Bell Road Firehouse on Thursday nights after 7 pm. For more information you may visit www.mefd.org.
The police department received 467 calls for the month of November. Offenses for the month included 26 ambulance assists, 10 criminal mischief, 4 driving while intoxicated, 16 drug related, 1 fraud (bad check), 2 hindering, 6 juvenile complaints, 2 liquor law violations, 4 missing persons, 21 motor vehicle accidents, 2 robbery’s, 4 burglary’s, 1 sexual assault and 7 for shoplifting. 47 adults were arrested with the most for possession of a controlled dangerous substance and 1 juvenile for harassment. 45 out of town warrants were served. All officers received firearms familiarization training during the month.
Commissioner Gilmore, Director of Public Safety wanted to remind everyone to be aware of your surroundings when out and about this holiday shopping season and to keep your eyes and ears open. Report any suspicious activity for the police to investigate.
Commissioner Bruce Greenwald reported that the Department of Public Works collected 78,100 pounds of single stream recycling material for the month. D.P.W. Superintendent Kenny Jones reported that 8 months out of the first 11 months of the year, the borough has collected more recycling compared to last years monthly totals. Bruce is excited that more residents are recycling and applauds them for their efforts on saving the borough month. Kudos goes out to the D.P.W. Workers who solved a major sewer problem on Linden Avenue by finding a buried manhole cover. The result of this finding saved the town big money.
The commissioners and mayor on behalf of the entire borough staff would like to wish everyone a warm, safe and healthy holiday season.
The next meeting will be held on January 8, 2009 commencing at 8 pm in the borough hall meeting room.

The City of Gloucester City recently submitted a multi-page request to the Delaware River Port Authority for $10 million to help pay for proposed renovations to the old Coast Guard Pier. The chances of the DPRA granting the request is a long shot but as one local official said, \”it is worth a try.
DPRA EYES 18.3 SPENDING HIKE: Speaking of the DPRA, according to the Philadelphia Inquirer (www.philly.com/inquirer) the Authority will spend $281.5 million next year, about 18.3 percent more than this year, if its proposed operating budget is approved by the agency\’s board on Wednesday, Dec. 10th. Since a $1 toll increase was imposed in September, bridge traffic has dropped about 7 percent. So DRPA\’s 2009 budget anticipates $45 million more from drivers than in 2008, instead of $55 million more, as originally expected.

Dozens of New Jersey\’s most outstanding white-tailed deer from the 2007-08 hunting seasons will be on display at the Garden State Deer Classic to be held during the Garden State Outdoor Sportsmen\’s Show, January 8 – 11 at Raritan Center in Edison. This is the 20th anniversary of this popular event.
The DEP\’s Division of Fish and Wildlife will have an extensive display at the show where questions may be asked of biologists and hunting and fishing licenses may be purchased. The Division is also sponsoring two seminar programs this year at the Show: \”NJ\’s Warmwater Fishing – It\’s Never Been Better\” and \”The National Saltwater Angler Registry And What it Means For New Jersey\”.
